The Government Contracts Supervisor will support the Government Contracts team in managing and administering the agreement with the United States Marine Corps Recruiting Command (MCRC).

This person will serve as a liaison between the agency, its staff supporting the Government account, its partners/subcontractors, and the Federal Government client. The Government Contracts Supervisor position will include management of client budgets; assistance with resource allocation; supervision of subcontractors and vendors; preparation of reports in compliance with the contract; employee training in contract requirements and compliance; management of vouchers for billing and submission; and monitoring and complying with all Federal Acquisition and U.S. Defense regulations to ensure that our agency remains in good standing.

The Government Contracts Supervisor is responsible for the following duties:

  • Manage client and account team budgets; lead monthly budget meetings.
    • Maintain real-time status of budget and support project managers in for each project/initiative within the contract – reallocating funds and sources if needed in compliance with the contract’s terms.
    • Measure completion statuses of all tactics and projects, as well as internal personnel efforts and hours scoped throughout the year.
  • Understand and track financial commitments and obligations of the contract – both from a high-level as well as a granular level.
  • Review funding allocations.
  • Supervise the billing process and review for accuracy.
  • Assist in preparing cost proposals.
    • Labor Hour Review
    • Estimates for other direct costs and travel
    • Basis of estimate
  • Support teams to develop and review vendor RFPs and proposal submissions.
  • Review and approve travel requests, ensuring staff traveling for billable USMC business follow both internal agency approval and booking processes as well as client requirements.
    • Review USMC Travel Authorization Forms to ensure completeness and compliance and forward to client COR for approval.
    • Supervise expense report reconciliations to ensure compliance with allowable costs.
  • Assist with vendor/payment issues.
  • Provide training in Government processes and procedures to internal agency teams, new hires, and subcontractors as needed.

  • Support development of scope changes to the client, as well as shifts in priorities that are beneficial to the program.
  • Support the development and submission of various contract deliverables and reports.
  • Maintain a regular interface with the client’s Technical Representative and Contracting Officer in regard to billing and vouchers.
  • Collaborate with all teams in the development and submission of various reports.
    • These reports span from developing and submitting bi-weekly meeting minutes to quarterly progress and status reports that provide details on the overall performance of our agency.
  • Assist with record keeping for subcontractor and vendor invoices, receipts, and all cost reimbursable supporting documentation.
  • Support development of Purchase Orders and Subcontracts for vendors, and issue Purchase Orders for partners, including monitoring of flow down compliance

JOB SPECIFICATIONS

  • A minimum of 5 years of experience in budget management or related field; Advertising industry experience is preferred
  • Bachelor’s degree in business administration or related field preferred.
  • Knowledge and command of federal contracting processes and procedures (FAR) and federal regulatory compliance activities and procedures, particularly those that govern DoD contracts is preferred
  • Strong analytical thinking and problem-solving skills, particularly related to budget management, scope development, and contract compliance
  • Ability to support research, strategy and fact-based positions that support the agency’s objectives in negotiating and managing government contracts
  • Strong verbal and written communication skills to collaborate effectively with team members of varying expertise in government requirements
  • Ability to communicate across organizations to support teaming and compliance activities
  • Proficient with Microsoft Office
  • Sensitive to deadlines, highly organized and able to prioritize heavy workload
  • Responsive and client focused; must be able to work independently with minimal supervision
  • Experience with Workday is preferred
